MLC Voting Policy

Elections Committee

  1. Town Council recognizes an Elections Committee who shall administer elections. The Coordinator shall be a member of the Elections Committee.
  2. Elections Committee members shall keep confidential any information they may become privy to about how votes are tallying during the voting period, and shall not share that information with anyone not on the committee.
  3. One member of the Elections Committee shall serve as administrator for electronic voting.
  4. The Coordinator or Elections Committee shall obtain written permission for electronic voting from eligible voters that includes name, date, and preferred individual email address to be used during elections. This consent form shall be gathered once (not before every vote) from voters and kept in MLC records.  The electronic voter list shall be updated and maintained by the Elections Committee. At any point, a voter can notify an Elections Committee member to update their email address or unsubscribe from electronic voting.
  5. The Coordinator shall maintain an up-to-date list of MLC eligible voters. This list shall be updated at least 2 times a year by checking against the names listed on deeds available for review on the Leon County Clerk of Courts and the Leon County Property Appraiser’s web sites.  The list of eligible voters shall be published in the AC before each election, to enable MLC members to review and contact the Coordinator with any corrections.

Setting the Voting Period, Preparing to Vote, Advertising the Vote

  1. Town Council shall designate the voting period for any question put to a community vote. Before a voting period begins, Town Council shall approve wording to be used on the ballot, and the Elections Committee shall prepare the ballot for dissemination.
  2. The last date that votes shall be accepted and the names and contact information for Elections Committee members shall be printed on the ballot.
  3. The Elections Committee shall provide every member the opportunity to cast a secret ballot.
  4. The Coordinator shall email ballots to members on the MLC email list, and the Elections Committee shall submit the ballot to the Alternate Current for publication. The date of publication begins the voting period.
  5. The Elections Committee shall ensure that the ballot continues to be published in each issue of the Alternate Current throughout the voting period. The Elections Committee shall make sure that the voting period is well advertised, including posting on the main and NWK bulletin boards.
  6. No votes shall be accepted which are received after the closing date of the vote, unless postmarked on or before the closing date and received before the vote count.

 Closing the Voting Period and Maintaining Records 

  1. Elections Committee members shall publicly notice the date and time of any vote count, and these meetings shall be open to all MLC members.
  2. Town Council has the option to extend the voting for good cause such as when the required number of votes for a valid election has not been reached by the close of the voting period.
  3. Voting materials and records, including electronic voting materials and outside envelopes identifying members voting secretly, shall be archived in MLC files maintained by the Coordinator.  All MLC members shall have the right to review all ballot materials.
